I have been having this problem for almost two weeks now so I have tested it on tons of sites, speedtest. net, steam client, blizzard client, twitch. tv, youtube. com and many more. I pretty much can't do anything but open basic web pages in a reasonable amount of time while I am having the problem. I have run the windows troubleshooter suggested in the link a number of times, but I did it again just now to be sure. It says it can't find any problems. Which makes sense, I do have a connection though about th of the speed it should be , a fresh install of windows, and my drivers are up to date.
